In May 1984 the CRTC licensed Chinavision Canada Corporation, owned by Francis K.K. Cheung, to launch Chinavision, a cable speciality channel consisting of predominantly Chinese-language programming in both Cantonese and Mandarin dialects. British Columbia was excluded, to protect the existing World View Chinese language service already operating there. In January 1987, the Commission approved the extension of Chinavision service to include B.C. In October 1993 the CRTC approved the acquisition of the assets of Chinavision by Fairchild Communication Limited, a company 80% owned by Happy Valley Investments Ltd and 20% by TVB of Hong Kong. The channel was renamed Fairchild Television. On May 23, 2013, Fairchild TV launched two HD channels – Fairchild TV 2 HD (Cantonese) and Talentvision 2 HD (Mandarin).
