On June 9, the CRTC approved the application by Western Singh Sabha Association to operate a low-power specialty FM (ethnic and religious) radio station in Williams Lake. The station would operate at 94.3 MHz (channel 232LP) with an effective radiated power of 35 watts. WSSA was a non-profit, charitable organization. The new station would primarily target the Sikh and Hindu communities of Williams Lake, and would be run by volunteers, with revenues being generated through listener donations. Approximately 90% of all programming broadcast would be ethnic programming. The station would also broadcast 60 hours per week of religious spoken word programming. Local programming would include news, weather and reporting of local events in Williams Lake. The licence would expire August 31, 2010.

CISK-FM signed on the air. Studios and offices were located at 3015 Pine Street.
