On August 22, Kootenay Co-operative Radio was awarded a licence for an FM community station at Nelson, operating on frequency 93.5 MHz, with an effective radiated power of 70 watts. The station proposed to broadcast 105 hours of programming per week, to be produced by the station.

CJLY-FM Kootenay Co-Op Radio signed on the air. Studios and offices were at 625 Front Street, Suite 203, Nelson. Antenna height (EHAAT) was –761 metres. CJLY was on the air seven days a week from 6 a.m. to midnight.

2004

On July 23, CJLY-FM was authorized to operate a transmitter in Kootenay Bay, on 96.5 MHz with an effective radiated power of 19.02 watts. Antenna height (EHAAT) would be 372 metres, on Pilot Point. Call letters were expected to be CKCJ-FM.
