On October 15, the CRTC approved the application by Total Change Christian Ministries for a broadcasting licence to operate an English-language low-power non-commercial specialty FM radio programming undertaking to provide a Christian music service in Campbell River. Total Change Christian Ministries was a not-for-profit charitable organization controlled by its board of directors. The proposed station would operate at 88.7 MHz (channel 204LP) with an effective radiated power of 26 watts. It would offer a Christian music format with 126 hours of local programming each week. At least 95% of musical selections aired each broadcast week would be drawn from content subcategory 35 (non-classic religious). The station would also broadcast spoken word programming including news, weather, sports, and information about local events and activities. Approximately 2% of the spoken word programming would consist of inspirational messages. The applicant stated that it would not broadcast commercial announcements (subcategory 51). However, it intended to sell sponsorships in exchange for on-air acknowledgements in order to support the station. The licence would expire August 31, 2017.
