CFQX-FM

An application by Denis L. Cloutier was denied on March 20. While satisfied that Selkirk could support a modest local station, the CRTC felt the applicant failed to establish the necessary financial resources available. The application called for the use of 100.7 MHz with an effective radiated power of 7,700 watts.
 

Denis L. Cloutier was awarded a licence for an FM station at Selkirk in March. The new station would offer an easy listening format and broadcast with an effective radiated power of 7,000 watts, on a frequency of 92.9 MHz.

CFQX-FM signed on November 9. . Owner Denis Cloutier was the station’s manager. CFQX had 10 full-time and five part-time staff members.

CFQX’s owner, D. L. C. Communications Ltd. had financial problems from the start and went into receivership in July. On November 1, Radio QX FM Inc. agreed to purchase the station.
 

On June 30, Radio QX FM Inc. was given approval to acquire CFQX from financially troubled D. L. C. Communications Ltd. (Denis and Lorna Cloutier). Radio QX was owned by Peter Simpson and Jack Turner of Winnipeg. The station would continue to be managed by Denis and Lorna Cloutier of Stonewall. They were the controlling shareholders of D. L. C. 

On the same date, CFQX was authorized to increase effective radiated power from 7,000 watts to 35,000 watts. 

On January 11, the CRTC renewed CFQX-FM’s licence until September 30, 1985.

On August 23, the transfer of negative control of Radio QX-FM Inc. was approved. Peter Simpson would sell his 50% interest to Megill-Stephenson Co. Ltd., a company controlled by Winnipeg businessman Robert Chipman. Jack Turner of Winnipeg would continue to hold the remaining 50%.

On July 15, CFQX was granted a change of frequency, from 92.9 to 104.1 MHz; an increase in effective radiated power from 35,000 to 100,000 watts; and relocation of the transmitter from the present site north of Selkirk to a location 10 kilometres west of Selkirk. Transfer of effective control of Radio QX-FM Inc. was also approved with the sale of 50% by J. G. Turner to Robert Chipman.   

Jim Millian became general manager at CFQX-FM. He had been with CBC Toronto.

Announcer Johnny Murphy joined CFQX from CFRY Portage la Prairie. He was morning man. 

Greg McLeod became news director at CFQX-FM. He succeeded Wilf Braun who left for Standard Broadcast News (Winnipeg reporter).

On November 30, the sale of Radio QX-FM Inc. was approved. Robert Chipman sold CFQX to Craig Broadcast Systems Inc.

On August 25, Forvest Broadcasting, on behalf of itself, Western World Communications Corp. and Radio One Investments Inc., the partners of WWC, were granted authority to acquire CFQX from Craig Broadcast Systems Inc.

On October 9, the CRTC approved the application by Forvest Broadcasting Corporation, a partner in Western World Communications Limited Partnership, for authority to acquire the assets of CFQX-FM Selkirk, from the general partner Western World Communications Corp. The new partners would be Forvest acting as general partner and Radio One Investments Inc., and would be known as Western World Communications Limited Partnership.

On October 30, CFQX was granted a change of frequency, from 104.1 MHz to 95.3 MHz. The change would not result in any change of service contours but would give CFQX-FM a better position on the dial for programming and marketing purposes. The change was never put into operation. 

Q104 Winnipeg’s Beau & Tom celebrated their 10th year as the station’s morning team.

On May 7, Craig Broadcast Systems Inc. received CRTC approval to repurchase CFQX from Western World Communications Limited Partnership (Forvest Broadcasting and Radio One Investments). At this time, Craig owned CKMM-FM Winnipeg and managed CFQX on behalf of Western World. Craig now had two FM stations in the Winnipeg market.

Craig Broadcast Systems Inc. became publicly traded Craig Music & Entertainment Inc. 

Doug Anderson left CFQX-FM as operations manager to become general manager at CFTK/CIFM Terrace, CHTK Prince Rupert and CKTK Kitimat. 

On February 1, Standard Radio Inc. was given approval to purchase CKMM-FM Winnipeg, CFQX-FM Selkirk, CKXA-FM and CKX-FM Brandon from Craig Music & Entertainment Inc.

CKMM-CFQX moved into the former Great West Life Assurance Building on Lombard Avenue.

On September 27, Astral Media Radio G.P. received CRTC approval to acquire the assets of the radio and TV undertakings owned by Standard Radio Ltd., subject to certain conditions.  The purchase included CFQX-FM and CKMM-FM.    

CHFM Lite 96 announced that it would be hiring QX104’s morning man Mookie Wilson to take over the Calgary station’s morning show as of March 1, 2011. 

Darilyn Magnusson was promoted to Retail Sales Supervisor at Astral Media Radio’s CKMM-FM/CFQX-FM. The former Account Manager had been with the stations for six years.

Karen Black, former mid-day/Music Director at QX 104 FM, was now doing Afternoon Drive at CJOB 68. 

Paul Timm was appointed Digital Sales Manager for Astral Radio Winnipeg. While Timm was new to the broadcasting industry, he had held numerous positions in the digital space. 

Ex-Winnipeg Blue Bomber kicker Troy Westwood and QX 104 parted ways. Caroline Hunter and Mike Alan remained on the morning show.

On August 31, the CRTC administratively renewed the licence for CFQX-FM until March 31, 2012.

Morning show host Mike Alan and QX104 parted ways. Mike joined QX104 in 2008 after stops at 95 Crave Vancouver and B93 Fort Frances.

On November 15, the CRTC approved the application by Astral Media Radio (Toronto) Inc. and 4382072 Canada Inc., partners in a general partnership carrying on business as Astral Media Radio G.P., to relocate the transmitter for CFQX-FM from the existing location approximately seven kilometres west of Selkirk to a new location 19 kilometres south of Selkirk, and to increase the effective height of antenna above average terrain from 138.5 metres to 147.5 metres. All other technical parameters would remain unchanged. The licensee stated that the proposed technical changes would allow it to maintain service in the Selkirk/Interlake region while repatriating listeners lost due to signal reception problems in the south-west area of Winnipeg, Manitoba.

Mookie Wilson left QX104 for Lite 95.9 Calgary.

After 16 years, Caroline Hunter resigned as one half of the QX104 morning show. Shortly after that, her co-host, Mike Alan, was released from his contract.

Samantha Stevens moved across the road to QX104 from 92 CITI FM to join Brody Jackson in mornings.

On March 20, the CRTC administratively renewed the licence for CFQX-FM to August 31, 2012. On July 10, the CRTC administratively renewed the licence for CFQX-FM to March 31, 2013.

CFQX 104.1 began transmitting in the fall from its new facilities located 19 km southwest of Selkirk and 13 km northeast of Winnipeg.

On February 6, the CRTC administratively renewed the licence of CFQX-FM to August 31, 2013.

On May 6th the CRTC began what would be a week-long hearing of a revised application by BCE Inc to acquire Astral, their first application having been turned down. On May 16th, the Jim Pattison Broadcast Group announced that it had committed to the acquisition of three broadcast properties, two from Bell Media and one from Astral, subject to CRTC approval. Pattison had made a deal with Bell Media to acquire Kool FM 101.5, CKCE-FM Calgary and FAB 94.3,CHIQ-FM Winnipeg, and with Astral to acquire QX 104, CFQX-FM Winnipeg/Selkirk. The CRTC’s decision was awaited regarding the BCE application to acquire Astral, and it was anticipated that, if approved, BCE would be required to divest itself of several properties, including these three stations. On June 27, the CRTC approved the application by Astral Media Inc. to sell its pay and specialty television channels, conventional television stations and radio stations to BCE Inc, subject to certain conditions, including the divestiture of ownership of the three stations Pattison had agreed to buy, including CFQX-FM. 

It was announced that Sharon Taylor, General Manager at QX 104/FAB 94.3, would be moving to take on the GM position at the Newcap Edmonton stations as of December 2. 

In December, the CRTC approved the change in effective control of 8384894 Canada Inc., wholly owned by Bell Media Inc. and under the control of the Trustee, Pierre Boivin, to Jim Pattison Broadcast Group Limited Partnership.

FAB 94.3 moved from the Bell Media building to join its new sister station, QX104, on Lombard Street in downtown Winnipeg – held in trust after the sale of Astral to BCE and now owned by the Jim Pattison Broadcast Group. Virgin Radio Winnipeg, which had been located with QX104, joined new Bell Media sister stations BOB FM and TSN 1290 on Pembina Highway.

On May 16, the CRTC approved the application by Jim Pattison Broadcast Group Ltd. (the general partner) and Jim Pattison Industries Ltd. (the limited partner), carrying on business as Jim Pattison Broadcast Group Limited Partnership, for authority to effect a multi-step corporate reorganization involving the assets of CKCE-FM Calgary, Alberta, CHIQ-FM Winnipeg and CFQX-FM Selkirk, Manitoba. Following the close of these transactions, Jim Pattison Broadcast Group Limited Partnership would become the licensee of the stations.
