1999

On October 18, Christian Solutions Group Inc. was awarded a licence an English-language (Christian music) specialty low power FM station at Winnipeg, operating on 93.5 MHz with effective radiated power of 22 watts.

CFEQ “FREQ-FM” signed on the air on October 21. It was believed to be Canada’s first radio station devoted entirely to Christian rock ‘n’ roll, and was known on-air as “Freak FM”. CFEQ featured Christian rock musci 24 hours a day, seven days a week.

2000

On September 13, CFEQ-FM was granted a change of  frequency, from 93.5 MHz to 107.1 MHz and an increase in effective radiated power from 22 watts to 920 watts.

2001

On February 1, the licence for CFEQ-FM was revoked by the CRTC at the request of the owner, Christian Solutions Group Inc.

2002

On August 8, HIS Broadcasting Inc. was awarded an English-language specialty FM radio licence. The station would operate on 107.1 MHz with an effective radiated power of 918 watts. The new station would feature a contemporary Christian music format targeted to Winnipeg and area youth aged 12 to 24. Tom Hiebert was the principal of HIS and was the manager of the old CFEQ-FM. He was unsuccessful in his attempts to purchase CFEQ-FM from Christian Solutions Group before that company pulled the plug in 2001.

The new CFEQ-FM (FREQ 107) began broadcasting.

2008

On June 27, the CRTC approved the purchase of CFEQ-FM by Golden West Broadcasting Ltd. from Kesitah Inc. Golden West was controlled by Elmer Hildebrand Ltd., which in turn was controlled by Elmer Hildebrand.

In September CFEQ changed format from Alternative Rock (Freq 107) to Christian Hits (Ignite 107).

2010

On June 30, the CRTC renewed the broadcasting licence for the English-language specialty radio station CFEQ-FM Winnipeg from 1 July 2010 to 31 August 2013. This short-term licence renewal would enable the Commission to review the licensee’s compliance with its conditions of licence. In Broadcasting Notice of Consultation 2009-786, the Commission noted that the licensee may have failed to comply with its condition of licence relating to contributions to Canadian talent development for the 2003 and 2008 broadcast years. Subsequently, it was determined that its 2003 CTD contributions had been met. However, since the publication of Broadcasting Notice of Consultation 2009-786, the Commission determined that the licensee could be in non-compliance with its condition of licence relating to CTD contributions for the 2009 broadcast year.

2011

On October 7, the CRTC approved the application by Golden West Broadcasting Ltd. to modify the technical parameters of CFEQ-FM. The licensee proposed to modify the station’s technical parameters by changing its class from A to C1, by increasing the effective radiated power from 920 to 100,000 watts, by changing the effective height of antenna above average terrain from 92.1 to 223 metres, and by relocating the transmitter to the same site where the transmitter for CHVN-FM Winnipeg, its other specialty radio station, was located.  The licensee noted that the station’s frequency and specialty format would remain unchanged. Golden West indicated that the changes would result in a reliable and consistent signal to existing listeners. It further indicated that approval of the application would allow it to repatriate listeners who may have abandoned CFEQ-FM due to the inconsistent reception, as well as gain new listeners who may be on the fringe of the existing authorized contours where the signal was unreliable. It added that relocating the transmitter for CFEQ-FM to the proposed location would allow it to achieve significant synergies and cost savings.

2013

On April 8, the CRTC approved the application to change the format of the English-language specialty radio station CFEQ-FM from Christian to Classical music. Licensee Golden West stated Broadcasting stated that CFEQ-FM’s proposed music format would encompass traditional classical music, opera, operetta, choral, popular music theatre, classic Jazz and Pops, and would target adults 45 years and older. 

Chris Stevens, who once managed the CHUM Winnipeg stations, joined Golden West Broadcasting as station manager of CFEQ-FM Winnipeg which recently won CRTC approval to move to a classical music format.

On December 5 at 10:00 a.m. Classic 107.1 FM (CKCL) launched, succeeding Ignite-FM (CFEQ). The station’s new sound comprised a mix of classical and jazz, with the emphasis on classical from Midnight through 9:00 p.m.
