2001

On December 20, the CRTC approved the application by Seaside Broadcasting Organization for a broadcasting licence for a Type B English-language low-power FM community radio programming undertaking at Eastern Passage. The licence of this community station will be held by a not-for-profit organization whose structure provides for membership, management, operation and programming by members of the community at large. The Board of Directors, headed by Wayne Harrett, is ultimately responsible for adherence to the Radio Regulations, 1986 and the station’s conditions of licence. The new station will broadcast 126 hours each week, including a maximum of 8 hours of acquired, pre-produced programs that address issues of interest to seniors. Overall, the station will target listeners aged 40 and over. It will offer traditional and contemporary “East Coast music.” Approximately 80% of the music programming will be drawn from the easy listening subcategory of category 2 (popular) music. “Community Chat”, one of the programs to be aired by the station, will include open-line and phone-in elements. The applicant will implement a delay system and filter calls to ensure that they comply with the requirements with respect to abusive comment, balance and high standard specified in the Broadcasting Act and the Radio Regulations, 1986. TheCommission’s policy regarding open-line programming is set out in Public Notice CRTC 1988-213. In accordance with the requirements of the Community radio policy, the applicant made the commitment to devote 50% of its news programming time to local news and 50% to regional news, during each broadcast week. The Commission expects the applicant to honour these commitments. The applicant has also committed to meet the policy’s requirement to devote, in each broadcast week, 12% or more of its musical selections from content category 3 (Special interest music) to Canadian selections broadcast in their entirety. The applicant plans to recruit volunteers from the community at large as well as from students in local broadcasting programs. The station’s general manager will be responsible for ensuring that volunteers are properly trained and supervised. The licence would expire 31 August 2008. The station would broadcast on the FM band, on the frequency 94.7 MHz, channel 234LP, with an effective radiated power of 50 watts.

2002

CFEP-FM signed on the air.

2007

On October 23, the CRTC approved an application to change the authorized contours of CFEP-FM Eastern Passage by increasing the effective radiated power from 50 watts to 1,400 watts. It should be noted that Eastern Passage is part of the Halifax Regional Municipality. CFEP-FM, one of the radio stations currently licensed to serve the Halifax radio market, was licensed in accordance with the Community Radio Policy and pursuant to Decision 2001-771. This Type B community radio station operates at 94.7 MHz (channel 234LP) and is presently in its first licence term. It broadcasts traditional and contemporary East Coast music. At least 80% of the musical selections are drawn from the easy listening subcategory of category 2(Popular) music.

2008

On August 19, Seaside Broadcasting Organization received approval to change the frequency and authorized contours of CFEP-FM. The frequency would change from 94.7 MHz (channel 234A) to 105.9 MHz (channel 290A). Effective radiated power would be decreased from 1,400 watts to 1,360 watts. There would be an increase in effective antenna height to 49.2 metres. The licensee indicated that, since the previous technical parameters authorized in 2007, did not receive approval from the Department of Industry due to interference with another station, it was now requesting the proposed technical changes. On August 27, the CRTC renewed the licence for CFEP-FM from 1 September 2008 to 31 August 2015.

2009

On March 13 CFEP-FM moved from 94.7 to 105.9 MHz.

2011

On November 16, the CRTC approved an application by Seaside Broadcasting Organization to amend the licence for CFEP-FM by relocating its transmitter site, by increasing its effective radiated power from 716 to 1,680 watts (non-directional antenna) and by decreasing the effective height of antenna above average terrain from 39.2 to 37.6 metres. In 2008, the Commission approved an application by Seaside in order to change its frequency from 94.7 MHz (channel 234A) to 105.9 MHz (channel 290A), to decrease its ERP from 1,400 to 1,360 watts and to increase the effective antenna height from 27 to 49.2 metres. However, due to unforeseen circumstances, Seaside was not able to implement all of the technical changes approved in that decision. Seaside submitted the current application in order to better reflect the technical parameters approved in the 2008 decision.

2014

On July 7, the CRTC approved CFEP-FM’s application to increase ERP from 1,680 to 2,443 watts, relocate its transmitter and increase the antenna’s height.

2016

Steven Sinclair passed away at age 55 in July. He spent the bulk of his career at Seaside FM, CHNS in Halifax, and CKTO-FM Truro.

2018

In August, Blain Henshaw celebrated more than half a century in broadcasting. He started his pro radio career in August of 1966 at CKBW Bridgewater, but his on-air debut actually came at age 12 on a CFBC Saint John remote from the Digby County Exhibition where he played accordion. In 1970, Henshaw moved to CJCH Halifax, and then CHNS/CHFX-FM. In 1973, he returned to CJCH Radio/TV. Henshaw had been hosting shows on Seaside FM since 2013.
