CJLX-FM

On November 13, the CRTC approved an application by Bryan E. Olney, representing a company to be incorporated, for an FM licence at Belleville. The new station would broadcast on a frequency of 92.3 MHz and have an effective radiated power of 50 watts. The licensee was to be a non-profit corporation without share capital, and would be operated by and for the students of Loyalist College. Two closed circuit stations funded by the administration of Loyalist College had been in operation for several years. Loyalist proposed a Group II hard rock format.

The establishment costs for the new station were financed in large part by Quinte Broadcasting Co. Ltd. (CJBQ and CIGL Belleville, and CJTN Trenton). Operating costs would be met largely through continuing grants from college administration, supplemented by fund-raising activities and by revenues earned from restricted advertising to be broadcast on the station. Radio and broadcast journalism students would provide most of the programming.

CJLX 92.3 began testing on October 26 and signed on officially, November 30. Studios and offices were at Loyalist College, 376 Wallbridge-Loyalist Road, near Belleville.

Greg Schatzmann was named general manager. He had been with CHOO in Ajax.

On October 8, CJLX was authorized to change frequency from 92.3 to 91.3 MHz, increase effective radiated power from 50 to 3,400 watts and change antenna location from downtown Belleville to a site atop a T.A.S. Communications tower on Oak Hill, northwest of the city. The new site was the highest point of land in the area and the new antenna would be close to an additional 300 feet up the tower.

In August, CJLX began testing its new 91.3 MHz signal.

On October 11 at 12:00 p.m., CJLX officially moved to its new frequency of 91.3 MHz (as “91X”). The new, stronger signal now covered the entire Quinte region.

On May 15 the CRTC renewed CJLX-FM’s licence until August 31, 2014.
