On October 29, the CRTC approved an application by Bethany Pentecostal Tabernacle for a low-power English-language specialty FM radio programming undertaking at Whitehorse. The new station planned to broadcast an average of 126 hours each week consisting of 84 hours of Christian music and approximately 42 hours of religious spoken word programming. At least 95% of the total weekly music broadcast on the new station would be drawn from subcategory 35 (non-classic religious). Local programming would consist of programs produced in the local community, including recordings of sermons, local church functions, and personal testimonies. The station would also broadcast news and weather, 4 to 6 times a day starting at 10 a.m. The licence would expire August 31, 2008. The station would operate on the frequency 100.7 MHz, channel 264LP, with an effective radiated power of 50 watts.

CIAY-FM signed on the air. Studios and offices were at 91806 Alaska Highway, Whitehorse.
